    Brief

    The Greater Manchester Combined Authority (GMCA) is seeking a supplier to develop a desktop-based stock condition survey and modelling tool for the 10 Greater Manchester local authorities. This one-off commission has two optional components: (1) a comprehensive stock condition model that assesses housing across Greater Manchester by property type, age, and tenure, and (2) a visualisation and interrogation tool with dashboard capabilities. The stock condition model should analyse: overall housing conditions, compliance with Housing Health and Safety Rating System standards, alignment with Decent Homes Standards, fuel poverty levels, comparison with national housing survey trends, retrofit opportunities using the Net Zero Housing Retrofit Framework, and overcrowding levels. Outputs must be provided in shareable formats (such as CSV) suitable for integration with the Greater Manchester Health and Housing model, local authority decision-making, public dashboards, and the University of Manchester. Key uses include: supporting the GMCA's 2038 carbon neutrality goals through retrofit targeting, assisting local authorities to meet statutory housing condition duties, informing housing and retrofit strategies, and integrating health and housing data in a secure environment. The GMCA will commission both components or either one individually. Interested suppliers should outline their capability to deliver one or both parts of this project.
