Maintenance and Support Services for VCA Certified ANPR Camera Enforcement Systems

Leicester City Council is seeking a supplier to maintain and support its network of 30 Automated Number Plate Recognition (ANPR) camera enforcement sites used for parking and moving traffic enforcement operations. The systems were originally supplied and installed by Yunex Traffic and operate under VCA (Vehicle Certification Agency) type approval certification. The maintenance contract covers all technical support required to keep the camera systems operational and compliant with VCA certification standards, including: firmware and security updates, replacement of defective components, calibration maintenance, and system integration support. These services are essential to ensure the continued integrity of evidential data capture and processing required for enforcement purposes. This is a Direct Award contract justified under Schedule 5 of the Procurement Act 2023, as the specialized nature of these proprietary systems means only Yunex Traffic possesses the technical authority, proprietary access, certified tools, and intellectual property rights necessary to maintain VCA certification compliance. No alternative supplier can provide these services without risking certification invalidation, breaching intellectual property rights, or compromising evidential integrity. Suppliers should have expertise in ANPR technology maintenance, VCA compliance requirements, and secure communications systems for enforcement camera networks.
