Brief
Local Partnerships seeks professional and technical support to supplement its Prisoners Building Homes (PBH) programme, which combines affordable housing delivery with employment and rehabilitation opportunities for people in prison and post-release.
About the Programme
PBH works with public-sector organisations to identify and develop land for affordable homes while creating training and employment pathways. Local Partnerships hosts the programme and is seeking external capacity to support growth across the housing development lifecycle.
What You Would Do
Services may include: portfolio and site assessment; development and programme management; feasibility, design and planning; commercial and viability advice; and construction management. Work spans site identification through completion and typically involves multiple sites at different stages.
How We Want to Work
Local Partnerships prefers an integrated delivery model (such as a lead partner with specialist supply chain or multidisciplinary consortium) rather than fragmented individual consultants. This approach ensures continuity, clear accountability, coordinated access to specialists, and flexible capacity as the pipeline grows nationally. PBH retains overall programme oversight, client relationships and workforce integration (matching participants to employment opportunities).
What We're Interested In
We welcome innovative use of technology, data and standardisation to improve efficiency and scalability, including rapid assessment tools, portfolio prioritisation, integrated data management, performance dashboards and standardised processes.
Who Should Apply
We welcome expressions of interest from multidisciplinary teams, consortia, lead delivery partners, development managers, architectural and planning teams, cost consultants, Employer's Agent providers, specialists and PropTech providers. All relevant capability does not need to reside in one organisation.
Contract Details
Initial 12-month contract from approximately 1 April 2027, with options for up to three further 12-month extensions (maximum four years). Estimated spend: £1m-£1.5m annually, with potential maximum contract value of £6 million over four years. Expenditure is demand-led and flexible based on pipeline, site numbers, complexity and stages.
