    Brief

    The Department of Health and Social Care (DHSC) is seeking a supplier to create a comprehensive workforce development framework and training curriculum for non-clinical staff working in health, employment and local delivery settings. Phase 1 (5 weeks): Develop a nationally applicable workforce framework including core competency models, skills profiles, supervision guidance, career progression pathways, continuing professional development principles, and stakeholder engagement findings. Phase 2 (10 weeks): Design and develop a baseline training curriculum aligned to Phase 1 competencies, including curriculum design, specialist learning content, digital and blended learning materials, and independent accreditation. The training should cover: work and health, employment and employability, reasonable adjustments, fit notes, employment law, health conditions, neurodiversity, mental health, safeguarding, multidisciplinary working, referral pathways, employer engagement, coaching techniques and local support. Required expertise: multi-stakeholder system navigation, work and health knowledge, stakeholder engagement, facilitation, competency framework development, curriculum design, learning content development, project management and quality assurance. Contract details: Maximum budget £1,600,000 (including VAT), initial 15-week delivery for both phases, maximum 24-month contract term with extension options up to 24 months, optional additional activities available.
