    Brief

    Devon County Council is establishing an open framework to deliver short breaks for disabled children and young people across Devon. Short breaks are play and leisure activities that support disabled children in developing independence, building friendships, and enjoying new experiences in various settings including homes, community venues, and residential locations. These breaks also provide essential respite for parents and carers and can range from a few hours to overnight or weekend stays, available during weekdays, evenings, weekends, and school holidays. The framework will deliver personalized, high-quality services across three lots: Lot 1 targets children aged 0-13 years; Lot 2 supports older adolescents aged 14-17 years; and Lot 3 provides specialist provision for children aged 0-17 years. Devon County Council will use this framework to award both individual placement packages and block contracts to approved suppliers. Entry points are planned for twice in the first year, then annually thereafter, though the council reserves the right to adjust this schedule. Interested suppliers are invited to a tender launch event on 28 July 2026 at 11:00 via Microsoft Teams to learn more about the tender documentation and process.
