Crisis and Resilience Fund - Local Authority Payment Scheme Provider

The Department for Work and Pensions (DWP) is seeking a provider or providers to manage the Crisis and Resilience Fund (CRF) for local authorities in England from April 2026 to March 2029. This multiyear, ring-fenced grant enables local authorities to support residents facing financial difficulties and to build long-term financial resilience. The scheme replaces the previous Household Support Fund and offers a national Crisis Payment program. Key requirements include: adopting a cash-first, needs-based approach; implementing proportionate evidence checks; establishing accessible application routes for residents; and maintaining robust management information systems. Tenderers should be experienced in managing benefit distribution programs, working with multiple local authority partners, and delivering financial support at scale. This is a light-touch open tender.
