    Brief

The Future Parks Accelerator (FPA) programme (2019-2022) worked with 8 Local Authorities to transform how communities engage with urban parks and greenspaces and develop sustainable funding models. Seven of these places have now progressed into the Nature Towns and Cities Pioneer Cohort, a new ten-year programme launched in 2025 supporting transformative change in up to 100 towns and cities. We are seeking an independent consultant to conduct a follow-up impact evaluation study of these 7 pioneer places. The study should assess changes that have occurred since 2019, particularly since the FPA programme ended in 2022, and provide robust evidence of longer-term impacts. Deliverables should include case studies documenting whole-place change, evidence demonstrating benefits of capacity-building and systems-change approaches, and clear articulation of causal links between interventions and outcomes. Submissions must include: proposed methodology with project plan and risk log, relevant experience and CVs of the project team, detailed budget breakdown, any concerns or issues not addressed in the brief, and responses to mandatory questions. Maximum 6 pages (CVs can be appendices). Submit to anne.mackinnon@nationaltrust.org.uk by 9am Monday 14th September 2026. Budget: £20-25k including VAT.
