National Engineering Laboratory Flow Programme - Interim Service Contract

This interim contract ensures continuity of the National Measurement System (NMS) service delivery while Phase 2 contracts are being finalised. The National Engineering Laboratory (NEL), operated by TÜV SÜD, provides critical flow measurement services for the UK, maintaining and disseminating primary measurement standards for oil, water, and gas. These services support domestic and industrial utility metering, alternative fuel rollout, and carbon capture and storage development. As part of DSIT's National Measurement System, NEL's work underpins all UK science, technology, and R&D activities by providing accurate and precise measurements essential for technological innovation. The NMS operates in a unique market position with no competitive alternatives due to the specialised technical infrastructure and expertise required.
