    Brief

    The Multiple Disadvantage and Housing Support Service is seeking an alliance of suppliers to deliver integrated, holistic floating support across Sheffield for people experiencing multiple disadvantage. Multiple disadvantage is defined as the co-occurrence of homelessness or housing insecurity, mental health needs, substance use, criminal justice involvement, and domestic abuse—often compounded by trauma, poverty, discrimination, and stigma. The service will be trauma-informed, person-centered, and delivered through three distinct pathways: (1) Young People aged 16–25, (2) Adults aged 25+, and (3) Recovery and Co-production (all ages). The service aims to prevent and reduce multiple disadvantage while addressing the intersecting and compounding nature of these challenges. It builds on learning from the Changing Futures programme and aligns with Sheffield's Coordination from Complexity strategy (2025–2030), local consultation findings, and the Alliance Commissioning Vision. This is an alliance contract, meaning the Council requires tender responses from groups of suppliers capable of collectively delivering all services. Interested organizations should have expertise in housing support, mental health, substance use treatment, criminal justice navigation, and domestic abuse support, with a demonstrated commitment to trauma-informed and equitable service delivery.
