    Brief

    The Office of the Police and Crime Commissioner for Bedfordshire is seeking a specialist provider to deliver the DRIVE Project, a nationally recognised, evidence-based intervention programme for high-risk domestic abuse perpetrators. This government-funded service aims to reduce serious harm by addressing the behaviours of perpetrators who pose the greatest risk to victims, children, and communities. Service Scope: The commissioned provider will deliver intensive one-to-one case management and tailored behaviour change interventions for up to 125 high-risk perpetrators. The service will operate as part of existing multi-agency safeguarding and offender management arrangements, including MARAC, DA Perpetrator programmes, and Integrated Offender Management structures. Key Objectives: - Reduce repeat and serial domestic abuse incidents - Lower risk to victims and improve safety outcomes - Strengthen system-wide responses to high-risk perpetrators - Ensure victim safety remains paramount throughout all interventions Tender Structure: This procurement is divided into two lots: - Lot 1: DRIVE high-risk perpetrator intervention programme - Lot 2: Independent Domestic Violence Advisor (IDVA) service This lot structure allows for either a single provider across both services or separate specialist providers. Delivery must follow the national DRIVE Service Specification, with local adaptations permitted where necessary. A designated DRIVE Fellow will provide oversight and quality assurance to ensure adherence to the model. Provider Requirements: Applicants should demonstrate experience in domestic abuse perpetrator interventions, strong multi-agency partnership capability, and capacity to deliver the DRIVE model with fidelity while responding to local needs and priorities.
