    Brief

London Borough of Newham is reviewing and recommissioning its short breaks services for children and young people with Special Educational Needs and Disabilities (SEND). This is a market engagement session to gather feedback from current providers, prospective bidders, voluntary and community sector organisations, and stakeholders on the future design of these services. Key objectives include: • Presenting the Council's emerging commissioning intentions and proposed service model • Collecting feedback on the proposed service structure and delivery approach • Assessing market capacity, innovation potential, and collaboration opportunities • Exploring how providers can support positive outcomes for children, young people, and families • Informing the future procurement process The Council is developing a tiered short breaks model combining specialist and targeted provision tailored to individual needs, designed to promote inclusion, independence, wellbeing, community participation, and positive outcomes. This is a Light Touch Services procurement (children's welfare/social care services) with an estimated contract value of £1.7 million, exceeding the Light Touch threshold of £663,540 (including VAT) and therefore subject to the Procurement Act 2023.
