Capacity Auction Monitor for All-Island Electricity Market

The Commission for Regulation of Utilities (CRU) and The Utility Regulator (UR) are seeking a qualified service provider to establish and operate a Capacity Auction Monitor for the Single Electricity Market (SEM). The monitor will provide independent oversight of the System Operators' activities related to the Capacity Remuneration Mechanism (CRM), including qualification processes, capacity auctions, and related market operations. The selected provider will verify that all System Operators comply with the Capacity Market Code (CMC) and relevant Terms of Reference established by the SEM Committee (SEMC). This role is critical to ensuring market integrity and providing assurance to both regulators and market participants that all capacity market procedures are conducted fairly and in accordance with established rules.
