Integrated Property and Facilities Management Software Solution

Reading Borough Council is conducting market engagement to identify suppliers capable of delivering a unified, cloud-hosted Software-as-a-Service (SaaS) solution for managing property, assets, estates and facilities. The Council seeks to consolidate multiple existing systems into a single integrated platform covering: property and estate records management; asset lifecycle management; facilities and maintenance operations; compliance and health & safety; capital projects and planned works; property inspections and condition surveys; financial and purchasing processes; customer and contractor engagement; workflow automation; document and records management; reporting and business intelligence; and system integrations. Key implementation requirements include data migration from legacy systems, discovery and transition planning, change management support, and ensuring data integrity throughout. The solution must be hosted in the UK, fully compliant with UK GDPR, and demonstrate strong security, resilience and disaster recovery capabilities. The Council is seeking to understand current market capabilities, implementation methodologies, data migration approaches, integration capabilities, commercial models, support arrangements, product roadmaps, and indicative costs covering implementation, licensing, training, support and optional services. Suppliers are invited to identify proprietary or confidential information clearly. This engagement will inform the Council's requirements refinement, procurement strategy and business case development while maintaining fair and transparent treatment of all suppliers.
