    Brief

The Council is procuring semi-independent supported housing units for homeless people aged 18 and over. This service is designed for individuals with lower or less complex support needs compared to traditional hostel settings—either those transitioning from intensive supported housing or people with prior tenancy experience who no longer require that level of support. The service will provide housing-related support to help residents develop independent living skills in areas including physical and mental health, finance and budgeting, employment, training, and education. Accommodation will be dispersed single-occupancy units rather than group living arrangements, allowing residents to progress toward full independence at their own pace. The procurement is divided into two lots: Lot 1 offers 14 units and Lot 2 offers 50 units. Tenderers may bid for one or both lots. Successful providers should demonstrate capacity to deliver tailored support that maximizes residents' ability to live independently and transition into sustainable housing.
