    Brief

    Elloughton-cum-Brough Town Council is seeking a contractor to procure, install, maintain, and remove Christmas lighting displays across the town for the festive seasons of 2026-2028, with options to extend by one or two additional years. KEY OPPORTUNITY DETAILS Location: Elloughton-cum-Brough, East Yorkshire Tender Deadline: Saturday 16th May 2026 Budget: £25,000 per annum (excluding VAT) Contact: Philippa Beverley, Town Clerk, Town.Clerk@elloughtonbrough-tc.gov.uk, 01482 665600 SCOPE OF WORK The contractor will be responsible for: • Installing displays by 29th November 2026 annually (prior to switch-on event) • Removing displays between 6-12 January annually • Maintaining 53 converted lamp posts across Elloughton and Brough, plus a central Christmas tree • Installing decorative pole motifs in multiple locations (Skillings Lane, Welton Road, Elloughton Road, Main Street, Stockbridge Road, and Welton Low Road) • Providing two pre-switch-on maintenance checks • Responding to emergency faults within 24 hours and routine faults within 3 working days • Conducting annual electrical testing with documented certification TECHNICAL REQUIREMENTS • LED lighting and energy-efficient solutions strongly preferred • Modern control systems (timers, dimmers, remote controls, or smart lighting) encouraged within budget • 5-year warranty period minimum • BS 7671 electrical safety compliance and Highway Electrical Registration Scheme (HERS) registration required • First aider required on-site during all installation, maintenance, and removal activities EVALUATION CRITERIA • Compliance & Safety: 30% • Quality & Aesthetic Appeal: 25% • Cost & Value for Money: 20% • Experience & References: 15% (three recent installations required) • Sustainability Measures: 10% INSURANCE & COMPLIANCE • Public liability insurance minimum: £10 million • Employer liability insurance minimum: £10 million • Health and safety policy and working-at-height risk assessments required • Quality Management Scheme (QMS) and Service Level Agreement (SLA) documentation required • Detailed Risk Assessments and Method Statements (RAMS) for approval before work begins SUBMISSION REQUIREMENTS Tenders must include company profile, design concepts with visuals, cost breakdown by location, compliance documentation, and three references. Submit by post in a sealed envelope marked "TENDER ENCLOSED" to the Town Clerk at The Old Library, 44 Elloughton Road, Brough HU15 1AE by 16th May 2026. Payment Structure: 50% upon installation completion, 50% upon removal completion (negotiable).
