    Brief

    Dublin City Council is awarding a one-year contract (with three optional one-year extensions) to Vodafone Ireland for managed mobile data connectivity services supporting its traffic signal network. The contract covers supply, activation, management, and operation of secure mobile data SIM cards installed in traffic signals across Dublin city. These SIM cards enable wireless communication between on-street traffic signal infrastructure and the central Traffic Management System, allowing real-time control, monitoring, configuration, fault detection, and operational management of signals. Mobile connectivity serves as both a primary communications method where fixed-line connectivity is unavailable or unsuitable, and as a resilient backup/failover solution alongside fixed-line services to ensure uninterrupted traffic signal operations during network outages. The service operates within an existing private Access Point Name (APN) architecture integrated with the Council's traffic management and security systems, providing mission-critical, always-on communications. This is a direct award under Article 32.2(b)(ii) of Directive 2014/24/EU due to absence of competition for technical reasons. Contract value: €640,320 excluding VAT.
