    Brief

    Belfast City Council is establishing an Open Framework Agreement to deliver flexible employability and skills solutions across five specialist sectors. This opportunity is designed to address emerging labour market needs, support new initiatives, manage overflow from existing contractors, and pilot new service areas not covered by current frameworks. The framework comprises five lots: (1) Care Sectors including health, social care, education, and childcare; (2) Customer Services covering leisure, hospitality, retail, tourism, and beauty; (3) Practical Sectors including transport, green economy, construction, and manufacturing; (4) Professional and Business Services for business and technology roles; and (5) Employability Support for language, soft skills, and capacity building. This open procurement approach welcomes applications from SMEs, Social Enterprises, and Not-for-Profit organisations, with regular opportunities for new entrants to apply or re-apply throughout the scheme. The initial framework runs from October 2026 to October 2028, with potential to extend as part of a broader scheme lasting up to 8 years. Work is allocated through direct award or mini-competitions following workplan approval and budget confirmation. There is no guaranteed work volume for framework members.
