Dispute Avoidance Board (DAB) Panel Members for Dublin MetroLink Project – Market Engagement

Transport Infrastructure Ireland (TII) is conducting early market engagement to identify potential Dispute Avoidance Board (DAB) panel members for the Dublin MetroLink infrastructure project. This Prior Information Notice (PIN) is not a formal call for proposals but rather an opportunity to inform future procurement documents and understand the market capacity for DAB specialists in Ireland. The DAB will be responsible for managing disputes between project parties, focusing on anticipating, avoiding, narrowing, and resolving disputes efficiently during the MetroLink project. TII intends to establish a Qualification System (QS) to identify suitable DAB candidates, from which a Chair will be selected followed by panel appointments through a separate QS procedure. Interested DAB board specialists with experience in dispute resolution and project administration are encouraged to engage with TII to provide insights into their capabilities, qualifications, and availability. This engagement will shape the final service specification and procurement strategy for the formal tender process to follow.
