Chesterfield Gas Cylinders - PDS Activities and Spare Parts Supply

CSC is the sole approved supplier for Power Distribution System (PDS) activities and spare parts for Chesterfield gas cylinders due to its position as the Design Organisation (DO) and Original Equipment Manufacturer (OEM). CSC holds the exclusive design licence, technical drawings, product knowledge, and in-service reliability data required for this equipment. The air system Design Organisation specifies exact part numbers manufactured exclusively by CSC to approved drawings and processes. CSC also maintains the specialist tooling necessary for component manufacturing and quality control. Alternative suppliers would require multiple licences from both CSC and air system OEMs, incur substantial additional costs, and must demonstrate suitability as a Design Organisation. The Ministry of Defence Engineering Authority has determined that separating spare parts procurement from PDS functions presents unacceptable airworthiness, safety, and interoperability risks. Introducing alternative suppliers would necessitate costly and complex aircraft design revalidation, part requalification, and approval activities with no guarantee of acceptance by the air system DO. This approach would create significant safety and operational risks, including potential aircraft grounding, while imposing disproportionate cost and technical burden on the Authority. This is a sole-source procurement opportunity.
