Asset Management and Property Management Services for Blackpool Town Centre Retail Properties

Blackpool Council is seeking an experienced Asset Manager and Property Manager to manage its retail assets in Blackpool Town Centre, including Houndshill Shopping Centre (approximately 298,000 sq ft with 750 car parking spaces, recently expanded with a nine-screen cinema complex in 2024), Victoria Buildings (seven retail units on Corporation Street/Victoria Street), and Marks & Spencer premises on Church Street. The successful supplier(s) will be responsible for maximizing asset income through proactive management, supporting the Council's development plans, reporting on asset performance to the Houndshill Steering Group, and delivering comprehensive health and safety, financial administration, and facilities management services. You will provide timely financial reporting including expenditure data, forecasts and budget projections, and collaborate with town centre stakeholders to enhance the visitor experience and promote business activity. This procurement is conducted using the Competitive Flexible Procedure under the Procurement Act 2023. A single organisation or joint bid from multiple organisations may apply. The contract commences 1 July 2027 for an initial five-year term with optional annual extensions for up to five further years, subject to satisfactory performance and budget availability. The indicative contract budget is £150,000 per annum. The three-stage procurement process will invite a maximum of five suppliers to the Invitation to Tender stage, followed by a maximum of two suppliers to a presentation and interview stage before final contract award.
