    Brief

    Torbay Council is seeking qualified providers to deliver supported accommodation services for young people aged 16-24, including those in care, care-experienced, homeless, at-risk of homelessness, and young parents. The contract is divided into 7 lots: Lot 1 offers Supported Lodgings; Lot 2a, 2b, and 2c provide Semi-Independent Accommodation for complex needs, step-down support, and 18-24 year-olds (including homeless 16-17 year-olds not in care); Lot 3 delivers Young Parents Services; and Lots 4a and 4b provide Multi-Occupancy Framework accommodation for complex needs and step-down support. All services must be located within Torbay or within a 10-mile radius of the local authority boundary to meet sufficiency duties and keep young people within their local authority area. Providers should be prepared to operate across multiple accommodation types and support vulnerable young people with varying needs.
