Regional Foster Care Services Framework

This is a regional framework for independent fostering agency services across the West Midlands. Coventry City Council leads this framework on behalf of 14 West Midland Local Authorities and Children's Trusts. The framework is used to source foster care homes from independent providers and is critical to the region's strategy for meeting foster care placement needs. Over 80% of placements in the previous framework came through this procurement route. The initial contract term is 4 years from commencement, with the option to extend for two additional 3-year periods by mutual agreement. This notice relates to the framework re-opening published on 17th October 2025. Eligible suppliers should be independent fostering agencies able to provide quality foster care services across the West Midlands region.
