    Lancashire County Council is seeking to procure a comprehensive Carers Assessment and Support Service to meet the needs of over 112,000 unpaid carers in the region (9.6% of the population aged 5+, above the national average of 8.8%). The service must address the estimated £3.7 billion annual value of unpaid care provided locally. Key challenges include: an aging population requiring increased care support, many carers juggling care alongside employment and education, and significant numbers of hidden carers who remain unidentified and unable to access support—particularly among working-age populations, rural communities, and groups facing barriers to services. LCC is conducting an options appraisal and inviting stakeholder engagement regarding a competitive procurement process. Potential suppliers should demonstrate capability to identify and support hidden carers, provide assessment services, deliver accessible support across diverse communities, and help carers balance their responsibilities with employment and personal wellbeing. The successful provider will play a critical role in expanding reach to currently unidentified carers and ensuring equitable access to services across Lancashire.
