Human Resources Information System and Payroll Service Provider

David Ross Education Trust is seeking a service provider to implement and deliver a comprehensive Human Resources Information System (HRIS) and payroll solution for approximately 2,200 employees across 36 academies and central functions. The solution must be secure, modern, and user-friendly, supporting the full employee lifecycle and ensuring accurate, timely, and compliant payroll operations. Key requirements include: core HR and employee record management; payroll calculation, processing, and statutory reporting for Teachers' Pension Scheme and multiple Local Government Pension Scheme arrangements; employee and manager self-service portals; recruitment, onboarding, and lifecycle management; absence, leave, and contractual change management; workflows, approvals, reporting, and management information systems; secure integration and data exchange; comprehensive data migration, configuration, testing, training, and implementation services; and robust security, data protection, business continuity, and disaster recovery measures. Ongoing support, maintenance, system updates, and service management are essential. The Trust will maintain in-house payroll operations. The contract will run for up to ten years with break options available at the end of years five and eight. Evaluation will be based on 60% quality and 40% price.
