Therapeutic Community Plus Service at HMP Lancaster Farms

The Authority is seeking a qualified provider to deliver a specialist Therapeutic Community Plus (TC+) service at HMP Lancaster Farms for the Offender Personality Disorder (OPD) Pathway. This residential therapeutic programme will serve 12-14 men with mild to moderate learning disabilities who have complex psychological and emotional needs related to offending behaviour. The successful provider must deliver evidence-based clinical services according to approved TC+ programme standards and the Correctional Services Advice and Accreditation Panel (CSAAP) requirements. Key staffing requirements include a Clinical Lead Psychotherapist (or equivalent), Learning Disability Specialist, and access to Occupational Therapy, Speech and Language Therapy, and Creative Therapy services. Responsibilities include delivering therapeutic interventions, conducting assessments, supporting treatment activities, maintaining clinical oversight, reporting performance data, and collaborating with HMPPS, probation services, mental health providers and other stakeholders. The service must align with OPD Pathway objectives to reduce reoffending, improve psychological wellbeing, enhance relational outcomes, build staff capability, and deliver high-quality treatment. The contract start date is subject to operational dependencies and will be confirmed as soon as practicable.
