    Brief

    Brighton and Hove Council is seeking a provider to deliver a 24-hour supported living service at a new development in Hove. The service will support up to 29 individuals with physical disabilities and/or acquired brain injuries across 28 self-contained, wheelchair-accessible flats. The development, opening spring 2026, will include communal facilities and on-site staff spaces. Four units are designated for young adults aged 18-25, two units accommodate bariatric needs, and one unit is a two-bedroom flat. The successful provider will deliver person-centred, outcome-focused support using a strengths-based approach, promoting independence and positive risk-taking in line with Care Quality Commission standards. The provider will work collaboratively with a separately appointed Registered Provider (landlord) to ensure coordinated service delivery. The initial 5-year contract is valued at £8,144,662.65, with a potential 5-year extension. The provider is responsible for actual staff facility costs, which may vary from the estimated amount.
