    Brief

    TII is seeking qualified civil engineering contractors for the M120 Heavy Civils Enabling Works Framework Agreement to support the MetroLink programme in Dublin. This is a multi-party framework agreement divided into two value-based lots, with a maximum of three contractors appointed per lot. Lot 1 covers complex or high-value civil works (€50 million+) including station boxes, tunnel portals, and viaducts. Lot 2 covers smaller-value works (<€50 million) such as retaining walls and foundation works. The procurement follows a two-stage process: Stage 1 is a Pre-Qualification Questionnaire (PQQ) assessing financial standing, technical capability, and experience, with up to 5 applicants per lot shortlisted; Stage 2 involves an Invitation to Negotiate (ITN) with negotiations and potential Best and Final Offers (BAFOs), resulting in 3 appointed contractors and 2 reserves per lot. Selected contractors will be eligible to compete for future call-off contracts through mini-competitions. The highest-ranked tenderer in each lot will be awarded the first call-off contract (Dublin Airport station box for Lot 1; Glasnevin station retaining wall for Lot 2). The framework may also be used by Iarnród Eireann (Irish Rail) for heavy civil works at Glasnevin station. This procurement is conducted under EU Utility Undertakings Regulations 2016.
