This opportunity involves providing independent assessment of financial viability appraisals submitted by developers in support of planning applications and appeals. The City Council's Planning and Development directorate requires expert evaluation of developer financial appraisals across diverse project types including residential, commercial, and mixed-use schemes. Services may include: assessing appraisals at various stages (appeal, pre-application, and post-application); providing expert witness testimony at planning appeals; and evaluating compliance with planning policies and market conditions. Assessments ensure the Council secures appropriate planning gain and that development proposals are financially viable. The contract is demand-led, with actual spend determined by the volume of independent assessment requests received from planning applicants and the Council.
