Economic and Econometric Analysis Support for UK Electricity Distribution Price Control

Ofgem seeks an economic consultancy or consortium to provide specialist analytical support for ED3 (the 2026-2031 electricity distribution price control). The supplier will advise on economic frameworks, review methodological approaches, and support Ofgem's assessment of network company business plans, including evaluating efficiency, cost justification, and business plan deliverability. Key responsibilities include designing cost models, testing uncertainty mechanisms, and providing detailed scrutiny of proposed expenditure. The role extends to supporting RIIO3 (broader multi-utility regulation) and preparatory work for RIIO4. The supplier must maintain transparent audit trails, attend stakeholder meetings and working groups, and prepare all outputs—including models, reports, and advice—for external publication.
