    Brief

Children's Health Ireland (CHI) is establishing a new national children's hospital on the St. James's campus in Dublin by consolidating paediatric services from three existing Dublin sites (Crumlin, Temple Street, and Tallaght). This project requires specialized Commissioning, Qualification, and Validation (CQV) services for complex medical laboratory facilities including microbiology, molecular testing (PCR, next-generation sequencing), mass spectrometry, tissue culture, stem cell/HSCT cleanrooms, and biosafety level 3 (BSL3) laboratories. CQV services encompass technical submission review, commissioning test oversight, performance verification, regulatory alignment with European and international standards, and transition support including migration planning, risk mitigation, training, and operational support through the first year of service. This unprecedented consolidation of multiple live paediatric services presents significant clinical, logistical, and operational risks requiring a provider with demonstrated expertise in complex, regulated laboratory projects with proven ability to execute zero-downtime migrations and ensure continuity of critical patient care. CHI has determined that 3dimension Cleanrooms Limited (3di CRs) is the sole qualified provider, with over 40 years of cleanroom and biosafety industry experience, 20+ years of standards development, and extensive track record in commissioning and transitioning complex healthcare facilities.
