Regional Design and Build Contracts for School Flood Protection Measures

The Department for Education is seeking experienced suppliers to design and build property flood resilience solutions for schools across England. This is part of the Schools Water Strategy, an investment programme to reduce flooding risks in schools managed by the Risk Protection Arrangement (RPA), particularly those in high-risk flood areas or with a history of repeated flooding disruption. Key Opportunity Details: - Contract Value: £57 million over 3 years (initial term), with optional extensions up to £100 million total - Structure: 5 regional contracts, each worth approximately £11.4 million - Regional Lots: North West, North East, West Midlands and South (excluding London), London, and East Midlands and East of England - Scope: Suppliers will implement flood resilience measures at a minimum of 10 schools per year per region, using both traditional grey infrastructure and nature-based green solutions Supplier Requirements: - Capability to design and build flood resilience solutions in-house or with named supply chain partners - Ability to work across multiple school projects simultaneously - Coverage of grey infrastructure (traditional flood defences) and green infrastructure (nature-based solutions) Procurement Details: - Bidders may apply for all five Lots but can be awarded a maximum of 3 Lots - Open Competitive Procedure using price-per-quality-point evaluation methodology - DfE will select schools based on flood risk assessment and previous flooding incidents - Suppliers must account for potential project slippage when planning delivery schedules
