Direct Award of Care at Home Lead Provider Contract (East Area) to Southend Care Limited

Southend-on-Sea City Council is establishing a vertical agreement with Southend Care Limited to serve as the lead provider for Care at Home services in the East area. This direct award follows the Council's establishment of a Care at Home Framework that includes 2 lead providers across 3 areas and 14 locality providers across 4 areas. The contract covers three core services: Homecare (personalized assistance with daily tasks, hygiene, and medication management), Reablement Service (short-term support to help people regain independence following illness or hospitalization), and Southend Enhanced Discharge (managed transitions from hospital to home care). This vertical agreement is exempt from Procurement Act 2023 rules because Southend Care Limited is wholly owned by the Council and conducts over 80% of its activities on behalf of the Council.
