    Brief

    The Food Standards Agency (FSA) is seeking a social science evidence review to support its Future Food Regulation (FFR) programme. The FFR programme aims to create an effective, sustainable, and trusted regulatory system for food safety across England, Wales, and Northern Ireland. Key initiatives include establishing national regulation standards for large retailers, improving local and online regulation, enhancing food business registration and enforcement, and strengthening the Food Hygiene Rating Scheme. The FSA has developed a Theory of Change outlining the programme's objectives and desired outcomes. This evidence review opportunity requires comprehensive research to: systematically document and evidence programme and workstream-level problems; identify evidence gaps; analyse relevant market, behavioural, regulatory, and government failures; and assess the justification for FSA intervention. The review outputs will be used to support policy development, economic appraisal, stakeholder engagement, and future business case submissions. This work is available through a call-off contract from the C425727 Research Social Science framework.
