    Brief

    Cardiff Council is seeking providers to deliver Adult Placement Services (Shared Lives), which offer long-term accommodation and support in the homes of trained and assessed carers for adults with identified care needs. The service supports adults with learning disabilities, autism, neurodivergent needs, age-related care (including dementia), physical or sensory disabilities, mental health needs, and drug and alcohol misuse support requirements. Providers must be registered with Care Inspectorate Wales under the Regulation and Inspection of Social Care (Wales) Act 2016 and be members of Shared Lives Plus. Key responsibilities include recruiting and assessing Shared Lives Carers, matching individuals with suitable carers, providing mandatory training, coordinating with Social Work Teams, managing online referrals, conducting regular reviews, and establishing an Independent Approval Panel. Carers support individuals' overall wellbeing by providing safe home environments, personal care, assistance with daily living, social inclusion, access to hobbies and learning, employment support, and health coordination. Providers must maintain a local office for service coordination and management. Cardiff Council will only approve support for a maximum of 2 individuals per Shared Lives Carer home. All support must be high-quality, outcome-focused, strengths-based, and co-produced with individuals and their families, in accordance with the Social Services and Well-being (Wales) Act 2014 and relevant regulations.
