Cost Assurance Partner for Health Security Campus

The UK Health Security Agency (UKHSA) is seeking a Cost Assurance Partner (CAP) to provide specialist cost management and commercial assurance for the Health Security Campus programme, delivered under the Pillar 2 Construction Professional Services framework. This role covers Work Package 2B and includes leading cost assurance activities such as validating contractor cost submissions, reviewing change requests, monitoring budgets, and ensuring alignment with UKHSA and government cost standards. Key responsibilities include developing cost forecasts, reviewing the cost baseline, advising on cost risks, ensuring robust financial controls, providing independent assurance on compensation events and NEC contract requirements, conducting benchmarking and value-for-money assessments, and supporting monthly reporting and commercial governance. The CAP will provide transparent cost advice to support strategic decision-making throughout the full lifecycle of the programme from remobilisation through delivery.
