Output Checking System Decision Engine Development Partner

UK Biobank (UKB) is seeking a development partner to design and deliver the core decision-making engine for an automated Output Checking System (OCS). This system will replace manual data egress review processes to enhance security and prevent unauthorized participant data disclosure. The OCS Decision Engine comprises two key components: (1) Data Trust Engine – analyzes egressed files to detect sensitive information using transparent rules and configurable thresholds, producing a disclosiveness score; and (2) Researcher Behaviour Engine – assesses researcher credibility and assigns a confidence score to guide human review decisions. Currently, UKB relies on costly manual output checking by data analysts and administrators, which is neither scalable nor fail-safe for an organization with over 20,000 publications annually and 5,000 new publications per year. The new automated system must be fully interoperable with the OCS User Interface (being procured separately) and integrate seamlessly with the new UKB-RAP platform launching in 2028. The OCS will enable UKB to: enhance security controls, reduce data breach risks, increase user trust and transparency, and scale to meet growing demand. The Decision Engine will provide Red/Amber/Green (RAG) ratings to support efficient egress decision-making. Estimated contract value: £2 million GBP. All tenders must be priced in pounds sterling.
