Employee Assistance and Welfare Services for Scottish Public Sector Organizations

SPS is procuring Employee Assistance Programme (EAP) and Welfare Services on behalf of approximately 40 Scottish public sector organizations with a combined workforce of around 34,000 employees. The EAP will provide confidential support to help employees address personal and work-related issues affecting their health, wellbeing, attendance, and performance. Core services include telephone counselling, emotional support, information and advice, carer support, manager consultation, structured counselling via multiple channels, specialist referrals, and trauma support services with dedicated helplines. The Welfare Services component will deliver crisis intervention, welfare support including home visits, advocacy, and meeting facilitation to assist employees in distress. Both services aim to enhance employee resilience and wellbeing while providing collaborative partners with management reporting and data to evaluate effectiveness and inform organizational wellbeing strategies. Suppliers should demonstrate capability to serve multiple public sector organizations while maintaining strict confidentiality and compliance with applicable governance requirements.
