Strategic Delivery Partner for Tax Profession Capability Programme

HM Revenue & Customs (HMRC) is seeking a Strategic Delivery Partner to support the Tax Profession Capability (TPC) Programme, a major transformation initiative to build a resilient, future-ready tax profession. The partner will work alongside HMRC and the Tax Customs and Compliance Academy (TCCA) to provide specialist expertise, innovation, and delivery capacity across multiple areas. Key service areas include: developing professional capability and skills frameworks; designing and delivering modern learning solutions including digital and blended learning programmes; creating accreditation and assessment models; implementing career pathways and talent management frameworks; developing learning culture initiatives and change interventions; providing programme management and governance support; and transitioning knowledge and outputs to HMRC ownership. Services will be commissioned through individual Statements of Work (SoWs) with flexible, scalable delivery. The Supplier must demonstrate experience in learning and development, workforce capability transformation, organisational development, talent management, digital learning design, large-scale transformation programmes, or work within tax administrations and complex government organisations. The ideal partner will collaborate effectively with HMRC stakeholders, transfer knowledge to internal teams, and support progressive reduction of external dependency over the contract term. Performance will be assessed primarily on achievement of agreed outcomes and value delivered through an outcome-based model with milestone-based acceptance and payment.
