Programme Delivery Contractor for Connexus Project – Leitrim County Council

Leitrim County Council seeks a Programme Delivery Contractor to manage and coordinate the Connexus Project, a cross-border community initiative operating six connected hubs across Leitrim, Mid and East Antrim, and Sligo. The contractor will be responsible for planning, delivering, and monitoring a comprehensive programme of community-based activities aligned with SEUPB approval and PEACEPLUS values. Key responsibilities include: developing annual activity plans and hub-specific action plans; coordinating programme delivery across all six hubs in collaboration with local committees and partner councils; designing and delivering activities focused on digital inclusion, health and wellbeing, social connection, enterprise development, remote working, and community governance; targeting older people, marginalised groups, and those with low digital confidence; facilitating cross-border engagement through study visits, conferences, and mentoring; providing advice on ICT requirements and compliant procurement; capturing and reporting learning outcomes; and ensuring full compliance with SEUPB and Council governance requirements. The contractor must demonstrate strong programme management capabilities, community engagement experience, digital inclusion expertise, and the ability to work effectively across organisational and geographic boundaries. Deliverables include quarterly monitoring reports, annual evaluations, and a final comprehensive evaluation report.
