    Brief

ORR (Office of Rail Regulation) is seeking a consultant to review and align two key frameworks: the Incident Selection Criteria (ISC) and the Guide to Handling Enquiries and Complaints (PCT). The consultant will ensure these frameworks are consistent with ORR's statutory and regulatory duties, support proportionate and risk-based decision-making, and align with current working practices and the newly revised RSD annual work planning processes. This project requires expertise in regulatory frameworks, policy alignment, and quality assurance to streamline ORR's incident management and complaints handling procedures.
