Early Works: Civil Engineering, Infrastructure, Buildings, and Earthworks

This work package encompasses the enabling activities essential for preparing the site for main construction. It includes design services from RIBA Stage 4 onwards and delivery of ground preparation work, such as species relocation, soil remediation, site clearance, site establishment, construction utilities, drainage systems, and haul roads. The package consolidates civil engineering and earthworks into a single procurement to minimise interface risk and ensure efficient site preparation. These early works will establish correct ground levels, create safe access routes for subsequent construction phases, and provide the physical foundation needed to reduce risk and accelerate the main construction programme. Note: Scope, dates, values, and sequencing may change as the programme develops and further validation is completed. Contract value range: £730m-£1,100m.
