    Brief

    Birmingham City Council is establishing a Flexible Contracting Agreement (FCA) for Birmingham Virtual School Enrichment Services to provide comprehensive support for looked-after children and young people in care. The agreement will operate under the Procurement Act 2023 Light Touch Contract provisions and is structured into three lots: Lot 1: Careers Information, Advice and Guidance (CIAG) - Personalised careers support for young people aged 12-19 with disrupted education or at risk of NEET (Not in Education, Employment or Training). One provider will be awarded this lot. Lot 2: Short Courses and Qualifications - Pre-entry to Level 2 courses for Year 11-13 learners, divided into two sub-lots: Lot 2a (ESOL - English for Speakers of Other Languages) and Lot 2b (Accredited Courses and Qualifications). Up to four providers will be awarded (two per Key Stage per sub-lot). Lot 3: Community Enrichment Activities - Creative Arts, Music, Sport, Outdoor Learning, and STEM activities for young people in care. Suppliers may bid for one or more lots. All tenderers meeting minimum quality criteria will be appointed to the FCA. The agreement commences February 2027 with call-offs starting March 2027. Initial term is three years with optional one-year extension subject to performance and funding availability. The Authority will use direct award as the default call-off method, with mini-competitions available where needed.
