Gas Servicing and Maintenance Contract for Portsmouth City Council Housing Stock

Portsmouth City Council is seeking a single term service provider to deliver gas servicing, maintenance, and compliance services across its residential housing portfolio of approximately 17,500 properties (15,500 socially rented and 2,000 leasehold). The contract will be awarded on an M3NHF 3* basis with an initial 5-year term and option to extend for a further 5 years. Core services include landlord gas safety checks, annual gas servicing, CO detector checks, boiler installations and repairs, voids gas safety works, and 365-day out-of-hours emergency cover. The Council anticipates approximately 13,000 annual gas safety checks and 14,000 annual repairs based on historical demand. The estimated annual contract value is £4M-£5M (£45M-£55M over the 10-year potential term, potentially rising to £65M if other authorities join through Local Government Review). The successful contractor must work in partnership with the Council and its other service providers, support decarbonization objectives, ensure compliance with Building Safety and Fire Safety legislation, and maintain accurate compliance data management. Ancillary services may include commercial gas work, air source heat pump servicing, and supplementary water system repairs. The contract structure allows for scope and value adjustments to accommodate potential boundary changes from local government reorganization and anticipated growth of up to 1,000 additional dwellings.
