Welsh Food and Beverages Supply Framework

Caerphilly County Borough Council is establishing a multi-supplier open framework agreement to supply food, beverages and related products to public sector organizations across Wales, including local authorities, schools, education establishments and social care settings. The framework will be organized by geographical areas and product categories to encourage participation from national, regional and local suppliers, with particular support for small and medium-sized enterprises (SMEs) and Welsh businesses. Suppliers can offer a comprehensive range of products including ambient goods, chilled and frozen foods, fresh produce, meat, dairy, bakery items, beverages, snacks and catering-related non-food items. All appointed suppliers must comply with food safety legislation and demonstrate standards in food hygiene, traceability, allergen management, sustainability and ethical sourcing. The framework operates as an open framework under the Procurement Act 2023, allowing suppliers to apply for admission during subsequent opening rounds, creating a competitive marketplace that supports resilient supply chains and simplified procurement processes for participating public sector bodies.
