    Brief

    Solihull Council is commissioning a specialist Domestic Abuse Perpetrator Intervention & Disruption Service for 2027 to reduce domestic abuse impact across the borough. The Service will place dedicated Domestic Abuse Senior Practitioners within Children's Services, Adult Social Care, and Solihull Community Housing to provide expert consultation on cases involving domestic abuse. Key responsibilities include conducting case surgeries with specialist advice, attending complex case reviews and strategy meetings, supporting safe risk assessments and interventions, facilitating conversations with perpetrators about harmful behaviour, identifying opportunities to disrupt and divert perpetrator behaviour, and referring individuals to appropriate specialist programmes. The Provider will deliver comprehensive multi-agency training across multiple formats (virtual webinars, large-scale sessions, and bespoke team workshops) covering topics such as understanding domestic abuse, de-escalation, risk assessment, coercive control, victim blaming language, stalking, harassment, and bilateral allegations. The Service must equip frontline professionals with tools and knowledge to encourage perpetrator accountability, identify readiness for further interventions, increase engagement with specialist services, and enhance family safety planning. The contract runs for an initial 3 years with potential 2-year extension based on performance, KPIs, and funding availability. Applicants must meet minimum turnover thresholds and will be evaluated on Quality, Price, and Social Value.
