Special Educational Needs and Disabilities (SEND) Passenger Transport Services for London Borough of Newham

The London Borough of Newham is establishing an open framework for passenger transport services, primarily for children with special educational needs and disabilities (SEND) traveling to and from school. Services will operate throughout the London Borough of Newham and surrounding boroughs, using a mix of vehicles including cars, multi-purpose vehicles, and minibuses with wheelchair accessibility where required. Passenger assistants will be provided as part of the service. The current service comprises approximately 150 passengers across 50 routes, with 45% being single-passenger routes and the majority of routes carrying three or fewer passengers. Route configurations may change over time based on service demands. The Council is also developing in-house transport provision, and it is anticipated that an increasing proportion of services will be delivered internally. Interested suppliers should complete the market engagement questionnaire to inform the upcoming tender process. The formal invitation to tender is scheduled for October 2026.
