    Brief

    Durham County Council seeks an Independent Person to conduct mandatory monthly visits to its Children's Residential Homes under the Children's Homes Regulations 2015 (Regulation 44). The service will cover 15 existing Community Children's Homes (including a Short Breaks Service and Step-Down from Secure home) and 5 homes at Aycliffe Secure Centre, with potential expansion to 5 additional homes over the contract period. Each visit must provide a rigorous and impartial assessment of safeguarding arrangements and the welfare of children in care. The Council anticipates contract scope and value will be adjusted as new homes are developed and registered with Ofsted. Bidders should note that the Council believes the Transfer of Undertakings (Protection of Employment) Regulations 2006 (TUPE) may apply and should seek independent legal advice on this matter.
