    Brief

    Birmingham City Council is seeking a single provider to deliver home support services for eligible adults in HM Prison Birmingham and approved premises (residential facilities for high-risk offenders transitioning from custody to community). Under the Care Act 2014, local authorities must assess and provide care and support to prisoners with eligible needs, ensuring they receive the same access to services as community members. The service will include person-centred support focused on enhancing quality of life, promoting independence, safeguarding vulnerable adults, and enabling informed choices. Referrals will be accepted through established social care processes and self-referral. The Council will support all prisoners meeting eligibility criteria; those who do not will continue receiving support from the Prison. Key service objectives include improving health and wellbeing, reducing care needs where appropriate, ensuring positive user experience, maintaining safeguarding standards, and maximizing user satisfaction and involvement in service development. This is a Light Touch Open Procedure contract commencing 1 November 2026 for an initial 5-year term with an optional 2-year extension, subject to satisfactory performance and funding availability. TUPE regulations will apply to this contract.
