Centralized Risk Management Tool Procurement

Northumbrian Water Limited (NWL) is seeking a centralized Risk Management Tool to replace its current Excel-based processes and support its vision of becoming the most digital water company in the world. NWL serves approximately 4.4 million people across the North-East of England, Essex, and Suffolk. The solution must manage risk and opportunity across project, programme, and portfolio levels with configurable hierarchies, strong governance controls, audit trails, and role-based access. It should support both qualitative and quantitative analysis, including Monte Carlo simulation for QSRA/QCRA modelling, reducing reliance on external consultants. Key requirements include: intuitive user interface with accessibility features, open API integration with corporate systems (O365, Power BI, Active Directory, Oracle Fusion), bulk data uploads, automated workflows, and comprehensive reporting with heatmaps and drill-down capabilities. The system must scale to support 1,000 active projects, 500+ risks per project, and 500 concurrent users, with full auditability and historical data retention for lessons learned. The contract has an initial 5-year term with options for two 3-year extensions (up to 11 years total). Contract start date is 2 November 2026, with implementation beginning December 2027 and go-live planned for January-March 2028. Strong candidates will demonstrate excellent hierarchy management, workflow capability, configurability, training support, and flexible licensing models.
