    Brief

Liverpool City Region Combined Authority (LCRCA) is seeking a concession contract partner to design, install, and operate electric vehicle (EV) charging infrastructure across six local authorities: Halton, Knowsley, Liverpool, Sefton, St Helens, and Wirral. LCRCA has secured £9.6 million in government funding from the Department for Transport's Local Electric Vehicle Infrastructure (LEVI) scheme to support this rollout. The successful supplier will combine this public funding with their own investment to deliver a comprehensive solution including all end-to-end services. The project targets installation of 9,591 EV charging points within the first four years, with the concession running for 15 years. The estimated contract value is £443.1 million, though this may fluctuate based on market conditions, demand, and external factors. The primary goal is to accelerate regional EV adoption by providing convenient on-street charging for residents without private parking, reducing barriers to switching from petrol and diesel vehicles. Contract modifications will be managed through a formal change process with appropriate statutory notices.
